BLUF: Develop a web-based feedback system with built-in reminders and checks-and-balances to ensure feedback is actually accomplished, in addition to being accomplished within the required timeframes.

It would be beneficial to design a web-based system that will automatically send a notice to raters when required feedback is coming up, and then "go red" if the rater does not do the feedback and enter it into the website by the pre-established date for completion. A two or three week window should fit this purpose. If it is going to be true 360 feedback, subordinates and peers should be included as well.

If we go with a web-based feedback system, training will be required, but once it is up and running it should be fairly straightforward. The training could be incorporated into commanders' courses, and for supervisors that do not have to attend those type of courses, maybe FSS could offer training to those individuals to make sure they understand how to use the system. No matter what we do, it will be better than being handed a new form (or in this case, login information) and being told "figure it out," like I was! A web-based system aids accountability, especially if it shows overdue feedback as being in the red.
This is nearly identical to an idea I posted back in the initial stages and during COA development. Second this line of thinking!

DeleteI know the discussion of going toward a narrative based performance reports has already been discussed. I think there should be an option for three narratives, from three different people.
1. An insert from the individual being evaluated in order to let them provide their inputs on how they are performing in their job and accurately capture their duties.
2. The ratee's immediate supervisor, or rater. This should be done to complete the picture of the individual from the rater's perspective.
3. Enlisted perspective. This would most fairly be done by the shirt collecting thoughts from a variety of enlisted personnel the individual leads and combine that into a narrative. It could also be done by an NCOIC, or someone else the ratee leads.
This is a good way to get a 360 degree feedback on the initial form. Many people know how to work the system when it comes to their supervisors, but often it is their enlisted troops who know the truth and can speak to their actual leadership abilities.
Just a thought. How do we differentiate between a rater who is a squadron commander and versus a rater who was the wing Commander. Should the strength of the rater have an effect on the numerical system?
